The main objective of this project is to support the Government of Guatemala in the implementation of the Food Security National Policy Document (PESAN in Spanish) by contributing to poverty alleviation, reducing food insecurity and chronic malnutrition. This is the first Technical Assistance carried out to this Government following support of the implementation of the Budget Support funded from European Union funds.

The project has a number of specific objectives to be fulfilled before its completion:

  • Promotion of food availability by increasing the production of basic grains to contribute to the country's self-sufficiency in food.
  • Provide support to the population in their access to the basic food basket
  • Promotion of education, information and communication in food and nutrition, and in exclusive breastfeeding; as well as contributing to the reduction of chronic malnutrition.
  • Improvement of coverage and quality of health, water and sewerage services and hygiene in families and communities, in order to reduce chronic malnutrition.
  • Institutional Strengthening of the Food Security National System (Sistema Nacional de Seguridad Alimentaria y Nutiricional - SINASAN) and Civil Society in order to decrease food insecurity and malnutrition.

The National Food Security Department (SESAN), along with the Ministry of Finance (MINFIN) will be responsible for the coordination of the programme.

Eptisa will provide Technical Assistance services with the aim of supporting the institutional strengthening of National Council for Food Security (Consejo Nacional de Seguridad Alimentaria - CONASAN). as the Consortium will also help to strengthen SESAN's planning, coordination, integration and monitoring capacities for food and nutritional security interventions, as well as to reinforce the capacities of the institutions and of Government officials.

In addition, the project intends to improve the monitoring of food security indicators for the prioritization of public expenditure, support the production of periodical surveys for the monitoring and evaluation of the situation and implement and monitor the communication and visibility plan of the Budget Support Programme while supporting the Media in addressing food security issues.

Thanks to this project Eptisa consolidates its presence as one of the first companies providing consultancy services in Public Finance Management and the implementation of public policies in Central America.
