Eptisa signs a new contract to support social dialogue promotion in Lebanon

The objective of the Programme is to increase the capacities of the Ministry of Labour and tripartite social partners to be promoters of social dialogue

The European Commission has awarded Eptisa a new technical assistance contract which aims to support the promotion of social dialogue in Lebanon. The Programme, whose beneficiary is Lebanon’s Ministry of Labour, will initially last 24 months and will be implemented by the consortium formed by the German company GOPA and Eptisa.

The overall objective of the project is to contribute to enhance the capacity of the Government of Lebanon and the Lebanese social partners and civil society to be promoters of social dialogue in order to strengthen social protection and improve and enforce the labour legislation.

Its purpose is to increase the capacities of the Ministry of Labour and tripartite social partners to be promoters of social dialogue.

It is expected that the technical assistance will allow reaching three important results: the definition of an operational and legal framework for social dialogue, the reinforcement of Institutional and technical capacity of the Ministry of Labour and its tripartite social partners, and the promotion of a tripartite social dialogue and collective bargaining at national level.

Several activities are planned in order to reach these objectives, among them: to design the framework of a National Social Dialogue Strategy; to update the decree 7993 (which concerns the organization of trade unions); to prepare the draft of a new labour regulation for labour inspectors; to increase the visibility of the National Employment Office; to enhance the capacity of the ECOSOC (Economic and Social Council); to launch a series of forums in collaboration with the Economic and Social Council as well as to prepare and implement relevant training at a national and local level.
