Eptisa Servicios de Ingeniería, S.L, a leading European consultancy firm, has been shortlisted for the project: EuropeAid/140597/DH/SER/UA SUPPORT TO THE PUBLIC PROCUREMENT REFORM IN UKRAINE which is expected to start on January 2021 with a duration of 24 months.

Minimum requirements

Qualifications and skills

· University Degree in law, political science, economics, public administration, finance, accountancy, auditing or other relevant subject or a minimum of 10 years of professional experience relevant to the duties in ToR (on top of years and experience as described under General professional experience);

· Fluency in written and oral English. Knowledge of Ukrainian and/or Russian at the level of B2 is a distinct advantage.

· Excellent analytical and communication skills;

· Proven track record in leadership, change management; and in delivering results.

General professional experience

· Minimum 10 years of professional experience in the area of public finance management

Specific professional experience

· Minimum 7 years of professional experience in public procurement (PP);

· Proven experience of PP capacity building programmes funded by international donors (demonstrated by participation as a long-term expert - minimum of 170 working days in total in one project- in at least 2 such projects);

· Good knowledge of EU public procurement legislation and legal approximation to EU norms (demonstrated by expert participation in the last 5 years in at least 2 capacity building PP projects in/with EU member states /EU candidate countries /EU Neighbourhood Policy countries with EU Association Agreement);

· Experience as a team leader in at least 1 PP project funded by international donors and providing advisory and/or technical assistance;

· Good knowledge of public administration (demonstrated by employment of at least 3 years of mid-level management position in a public administration body);

· Experience with current public procurement system in Ukraine (demonstrated by expert participation in at least 2 capacity building PP projects, and preferably more than 2, in Ukraine in the last five years) will be an asset.
