MISSION :

Provision of Technical Assistance to the Independent Delivery Unit (IDU) of AREI”

OBJETIVE :

The overall objective of this assignment is to contribute to the development of renewable energy in Africa by supporting the AREI initiative. The specific objective of this assignment is to support the operationalization of the Independent Delivery Unit of the AREI and the implementation of its programme by providing technical assistance.

SCOPE OF WORK :

The Junior Expert specialized in database and web site development (NKE3) who will be in charge of the management of database, web site and in general IT systems used by AREI ensuring the visibility of AREI and supporting the synchronization between AREI’s medium-term strategy and the implementation of the work program, with regard to participation, communication and awareness raising (AREI work programme field of activity 9: Communication and dissemination).

The Junior Expert specialised in database development and web site management (NKE3) will contribute to:

  • Compile and integrate data and other information from countries and/or regions, including on
  • projects and other policy, strategic and incentive frameworks;
  • Submit data for validation by the Director or any other designated Senior Expert, and correct them if necessary;
  • Develop and structure databases;
  • Process, assess and disseminate data on AREI website;
  • Ensure the maintenance of the website;
  • Identify, analyse and interpret data and analytical results;
  • Ensure the availability of data, in close collaboration with the Communication expert, to users and disseminate the data over information networks;
  • Contribute to the development of modelling and simulation as well as decision-making assistance tools;
  • Prepare ad hoc reports and documents at the request of the IDU management
  • Develop and organise ad hoc IT platforms for exchange of experience and training
  • Organise and follow-up of all AREI training and experience sharing platforms
  • Any other additional tasks at the request of the Director of the IDU.

TOTAL NUMBER OF WORKING DAYS: 440

Minimum requirements

EXPERT PROFILE QUALIFICATION AND SKILLS AND PROFESSIONAL EXPERIENCE:

  • Holder of at least a university degree BAC+4 in Computer Science and New Technology in Information Systems, or equivalent diploma
  • Proven experience of at least 5 years, including 3 years in geographic information systems and/or databases and website
  • Perfect knowledge of current GIS software (ArcView, ArcGIS, HQis...)
  • Good knowledge of database management systems (Access,Oracle, SQL SERVER).
  • Mastery of the Microsoft environment: Language: C++ ,SQL, VBA, Visual Basic, MapBasic, PL/SQL,PHP, CSS, Javascript
  • Ability to work under pressure and manage politically and culturally sensitive issues;
  • Fluency in French and English (written and oral), knowledge of additional languages will be an asset.
