Ministry of Economy and Planning intends to contract a project management consulting firm to manage the scope, resources, schedules and risks of PRODESI’s Projects while providing training and mentoring of PRODESI staff to continue with this work after contract end.

The overall objective of this consultancy is to enhance project management excellence in the implementation of PRODESI through technical support, training and building capacity of the Ministry of Economy and Planning personnel, as the leading client, as well as other line ministries and public institutions, piloting the PRODESI and PAC implementation.

Minimum requirements


  • She/he will have an accredited University Degree (preferably Master’s level or equivalent) in one or more relevant fields (e.g. PMP Certification, Agile, Change Management, Business administration, Law, etc.). She/he will have at least fifteen (15) years of general professional experience, of which at least ten (10) years specifically dealing with project management issues, institutional development, change management, experience with the implementation of Critical Chain Project Management, Theory of Constraints, Lean and Six Sigma.
  • S/he will have a significant experience working in similar business environments, including sub-Saharan Africa and Lusophone countries.
  • Previous work experience in Angola and as Team Leader in similar assignments would be an advantage (e.g., developing strategies, operational frameworks, processes, KPIs and best practices in CCPM project management).
  • The proposed candidate shall have demonstrated relevant experience in promoting stakeholder engagement (senior staff, government decision makers), integrating reports from different specialists, providing quality control, and effectively managing cross-sector professional teams.
  • S/he must have excellent research and communication skills in both written and verbal English and Portuguese, and strong interpersonal skills.
  • Project Management Certification will be a strong asset (PMP, PRINCE2, etc.)
