Description

The overall goal of this SEA is to incorporate environmental considerations and assess the likely significant environmental effects (risks, cumulative long term impacts and opportunities) of the implementation of the Greater Baku Regional Development Plan (GBRDP). The specific objectives of this SEA are to: (a) recommend policies, institutional and governance arrangements conditioned on the premise of sustainable urban development of the Greater Baku’s urban development; (b) provide overall direction and inputs to the GBRDP formulation (including LED strategy and action plan) and other sectoral projects and plans (e.g., conceptual land use plans/structure plans for Alat and Dubendi); and (c) ensure stakeholders and wider public participation in the dialogue on the urban development planning through a series of consultations.

The Study area in this assignment covers roughly 280,000 hectares including a triangular strip separating Baku and Sumgayit cities (including Xirdalan city), Baku and Sumgayit cities. Greater Baku Regional Development Framework (GBRDF) and the Greater Baku Regional Development Plan (GBRDP) are prepared considering the impacts of activities and investments in surrounding regions as well as the national activities.

The Proper Baku City Land Use/Zoning Plan area only covers Baku city area – Baku proper – (about 36,000 ha) and includes land use strategies and policies including contaminated land located close to rapidly growing residential and commercial areas.
