Municipal services project - review and assessment of the water/ wastewater and solid waste investment program

Eligible projects for the WB Municipal Services Project were identified, further being assessed and prioritized. Following the evaluation process were selected 2 investment project for water/ waste water and road safety, in Bucharest and Arad.

The applicable legal and institutional framework was analyzed and an affordability study regards to the financial capacity and investment recovery study was carried out.

The existing Feasibility Studies were technically and financially reviewed; advice was provided and proposal was made regarding the new technical solutions. Several updates of the Feasibility Studies were made in order to ensure the adopted technical options are in line with the best international practices and fair costs are considered.

The criteria for disbursement and monitoring under an Output Based Approach were presented, including the impact of the private sector participation (PPP).

The capacity development needs of the National Regulatory Authority for Municipal Services were assessed; a project was design to address the needs with estimated value of services and goods to be procured.
