Consultancy Services in Support of EU Programmes on Energy Efficiency

Description

The overall objective of the consultancy services is to assist the EIB (through a consultancy framework agreement) to give support to the financial intermediaries (FIs) and final beneficiaries (FBs) during the implementation and operation of the Green Initiative (GI) Facility as well as other similar EU Facilities to be managed by the EIB during the period 2012-2016. GI will target EE projects implemented by SMEs and energy service companies (ESCOs) in Hungary, Poland, Romania and Slovakia.

Financial Intermediaries in this project are banks that on-lend EIB funds to FBs. With the assistance of the Consortium, the FIs will prepare the appropriate documentation and submit the EU grant financing requests for eligible Sub-Projects. The FIs will then receive the grants and transfer them to the FBs. Initially 6 FIs (2 in Poland, 2 in Slovakia, 1 in Hungary and 1 in Romania) will be involved in the facility.

Eligible Sub-Projects are investments on the energy demand side improving the energy performance of buildings, industry, infrastructure or equipment of an SME or investments implemented by ESCOs for SME end-users. The projects should lead to at least 30% energy savings for building Sub-Projects, and 20% in other cases, or at least 20% CO2 savings. Renewable energy investments are eligible only as part of energy efficiency Sub-Projects.

Activity

  • Sub-project pipeline screening (on-going assistance to FIs leading to identification of eligible sub-projects);
  • Marketing activities in support of the GI (focus on two objectives: Awareness raising and information about the benefits of EE/RE investments in SMEs; and increasing project inflow by targeted marketing activities);
  • Training to FIs, aiming at improving practical skills of teams evaluating EE sub-projects.
  • Sub-project applications (a comprehensive document verifying the eligibility of a sub-project);
  • Technical and financial project assessment, portfolio development and verification requirements;
  • Energy audits (data gathering, data processing and EE improvement options analysis, profitability analysis, EE improvements recommendations);
  • Building energy performance certificates;
  • Sub-project verification (a comprehensive document confirming “ex-post” the eligibility of a sub-project): After implementation of the project an independent verification consultant will review the project, confirm finally the eligibility and provide a sub-project verification report.
